Vacancy - Performance Management Specialist – September 2019

As the implementation of performance management in Local Government continues to gain momentum nationally, Municipalities are increasingly investing resources in the development and implementation of a Performance Management System (PMS) under the governance of the local Government Municipal Systems Act No.32 of 2000. In addition to this legislation, compliance is also required in terms of The Constitution of the RSA, 1996 (Act 108 of 1996), The Municipal Structures Act, 1998 (Act 117 of 1998), The Municipal Planning and Performance  Management Regulations (No 796, 24 August 2001), The Municipal Financial Management Act No.56 of 2003, The Performance Regulations for Municipal Managers and Managers Directly Accountable to Municipal Managers (No 29089 1 August 2006), Batho Pele (1998) and guidelines as provided by the Department of Local Government and Provincial Affairs (DPLG). More recently, the Regulation to implement the Municipal Standard Chart of Accounts (mSCOA) (Gazette 37577) has an impact on how a municipality set-up's operational and capital projects by way of linking its Integrated Development Plan (IDP) with its annual budget.

Munsoft is looking to employ a Performance Management specialist, with the required technical and managerial skills, experience and competence to assist with the management and training of a team of professionals in delivering the following to its clients:

  • Implementation, training and support in the use of the MunSoft electronic Performance Management system;
  • Review and / or development of the Performance Management Policies and / or Framework;
  • Facilitating Strategic Planning sessions;
  • Consultation and building of Strategic documents (IDP) including SMART indicators;
  • Consultation and Building of Annual Plans (SDBIP) including SMART indicators which are aligned to the strategic document (IDP);
  • Development of Standard Operating Procedures for the KPl's and Technical Indicator Descriptions;
  • Developing performance information (content) at the organisational level (IDP and SDBIP) and at the individual level (performance agreements and development plans);
  • Developing Individual Scorecards (aligned to the Annual Plans);
  • Cascading performance to the lower levels of the institution (including the review of job descriptions where necessary);
  • Assisting with performance evaluations and moderations;
  • Assistance in Performance Reporting (Quarterly, Mid -term and Annual);
  • Review of performance information and assistance with AG readiness;
  • Attending to all Performance Management Support queries logged on the Online Helpdesk;
  • Compilation and submission of annual support reports;
  • Any other performance related support required by Munsoft clients.
