Munsoft Perspective: mSCOA Circular No. 9

MUNICIPAL SCOA CIRCULAR NO.9 – REPORTING ON COVID-19 USING THE mSCOA Chart.

Please note Circular 9 has been issued on the 9th of June, providing guidance on how to report on  COVID-19 specific funding allocations and expenditure by making

use of the chart.

Municipalities are required to perform certain essential and emergency municipal services to address, prevent and combat the spread of COVID-19 in South Africa, which introduced more expense related transactions, capital, and operational together with the reprioritisation on budgets.

Munsoft allows for multiple budget adjustments, which in this case is a requirement as the special adjustment budget is due by the 15th June 2020, and submission

of budget adjustment strings to National Treasury by the latest 30th June 2020.

Emphasis is placed on the ring-fencing of COVID 19 funding and related expenditure which we agree can be obtained by making use of the multidimensional mSCOA chart. Especially focusing on the Project, Fund, and Item.
